Boiler and Steam Fitting (C-4) · Lesson 7 of 7

Entering a Boiler: Isolation, Blinding and Double Block and Bleed (8 CCR 3312)

"Entering a Boiler: Isolation, Blinding and Double Block and Bleed (8 CCR 3312)" is lesson 7 of 7 in the Boiler and Steam Fitting (C-4) Learning Hub. It opens with "Why Isolation Comes Before Entry" and works through 5 short steps, then a worked example you can check yourself against.

One-time purchase, no subscription. Law & Business included.

Steps in this lesson

  1. Why Isolation Comes Before Entry
  2. Entering the Shell or Drum: Section 3312(a)
  3. Blowdown and Backflow Lines
  4. Fire Boxes, Flues and Combustion Chambers: Section 3312(b)
  5. Defined Terms and Atmosphere Limits From Section 5157

The worked example in the course applies this lesson to a realistic job in 5 steps, from "Isolate the steam connection" through "Fire side".

What you'll be able to do

  • Explain the main idea of "Entering a Boiler: Isolation, Blinding and Double Block and Bleed (8 CCR 3312)" in plain language you can use on the exam.
  • Apply this step with confidence: "Blowdown and Backflow Lines".
  • Apply this step with confidence: "Fire Boxes, Flues and Combustion Chambers: Section 3312(b)".
  • Apply this step with confidence: "Defined Terms and Atmosphere Limits From Section 5157".
  • Test yourself on the worked example and the quick-check quiz inside the classroom.

The first steps of this lesson

Step 1: Why Isolation Comes Before Entry

8 CCR §3312 is the General Industry Safety Order for entering combustion chambers, flues, boilers or unfired steam pressure vessels. A boiler shell or drum fits the §5157(b) definition of a confined space (large enough to enter, limited means of entry, not designed for continuous occupancy) and it connects to steam, blowdown and fuel lines that could send energy or harmful material into the space while a person is inside. Section 4493 adds that boilers and pressure vessels shall comply with the Boiler and Fired Pressure Vessel Safety Orders and the Unfired Pressure Vessel Safety Orders, so §3312 is one part of a larger set of rules.

Step 2: Entering the Shell or Drum: Section 3312(a)

Before employees enter through a manhole the shell or drum of a steam boiler or unfired steam pressure vessel for maintenance or repair, where it is one of a battery of two or more boilers or vessels or is connected to another source of steam, the valves connecting to the steam header or other steam source shall be closed and effectively blinded, or two valves shall be installed with a bleeder between them, the valves closed and the bleeder open.
